" Saint Jérôme Partage et Développement " is a small NGO set up in Marseille in1995. We very quickly specialized in rural development. Our main selection and management criteria are:
- Humanitarian small projects, directly aiming at the most underprivileged populations.
- Neither intermediary nor public financing
- Local collaboration with competent volunteers and local reliable Organizations
- Regular supervision by official representatives in order to adjust the programs to local situations
- No or little overhead (less than 3% in 1999) e.g. official representatives travel on their own..


SHORT HISTORY

1995….First climbing in the region by a German rope group

1997….First " trekking " organized by par the lizards of Tana

1998…The Lizards of Tana decided to set up a small village to hosts Tourists in association with the Cotsoyannis Hotel of Fianarantsoa

1998 …Purchase of the land and definition of a settlement policy in the valley and of the relevant humanitarian action. Camp Catta appealed to Saint Jérôme Partage et Développement (StJPD).

1999 .. 26 May Local general meeting of all involved entities. StJPD accepted to set up a "Green School" with a "Life teacher position" ; to establish an Agricultural Instructor and to build a bush dispensary provided with a Health Agent and Medicines

1999..In September : arrival of the Agricultural Instructor

1999 16 November: opening ceremony of the " Tsaranoro School ",with 74 pupils ( coming from 6 different villages) in the old barn renovated by the pupils'parents and Camp Catta. Desk seats were furnished by "Tsara Camp ", newly settled in the valley, and who joined our Program

In May 2000, StJPD' s president, who was present, decided to build two new classrooms and to hire a second " Life Teacher " in order to meet the increasing demand.

November 2000 The construction of the new building is almost over. the 74 pupils still study in the old renovated barn. The dispensary setting up project is brought up for discussion among local population and the Health Department's agreement is on the way to be obtained. As agreed , Local authorities have given a rice field and a vegetable garden at the disposal of the School of Tsaranoro for children's training

June 2000 those who adopted the IRF (intensive rice farming) system, doubled their crops compared to traditional growers. Vegetable Gardens implemented by farmers under the " Agricultural Instructor" direction start to produce abundant harvests sold to tourist operators or by the Cotsoyannis hotel.

With Camp Catta , the instructor or the school furnishing seeds and plants reforestation is spreading. Now the inhabitants of the region must manage to get the creation of a local market and the rehabilitation of the road. There's hope, thanks to the dynamism of the valley..



Reforestation
Malagasy people traditionally use to burn meadows and forests have new grass for the Zebus which are considered as the main wealth sign. And yet, most of time, after the burning, the land produces non edible grass (the very prickly danga for example) and besides, slopes get rapidly eroded. But most of the time, planting of a tree is " fady " (taboo) in some regions and according to some people, death may be the maximum penalty. And, finally planting a tree on a piece of land involves the property of this piece of land. Still, it is important to reforest and our technical instructors must very diplomatic and wise ,they are trained for. The process is going on slowly but surely.. Plantataion madagascar

WHAT IS IRF ?

The Intensive rice farming system is a simple farming method adapted to small farms.

The crops obtained through traditional methods can be multiplied by three on average thanks to this system of farming

It requires neither chemical fertilizers nor transgenec seeds but uses the existing varieties in the country and natural compost The methods used are simple and spread by the Malagasy society "Tefy Saina

The following technical points have to be carried out :
- Prick out rice plants after 8 days and not after 2 months.
- Prick them out in rows at an interval of 15 to 25 centimeters but not in a jumble
- Watering management :
Do not keep the rice field permanently flooded with water
- Weed regularly
- Make a Compost with the biomass and the manure of zebus Now notice that Each rice plant bears three or for times more " suckers " compared to the traditional system and ears are bigger.

People start to appreciate this system not only in Madagascar but also throughout the world
